If your system is already at V4R1 and the license key is expired, you need
to pay the fee to IBM and get the key.  If it has not yet expired, you can
theoretically get it back from V4R1 to V3R7, but this is VERY difficult.

The basic way to save stuff to the previous release is to specify
TGTRLS(*PRV) on the SAVxxx command.  However this parameter is not support
on many commands (SAVSECDTA), and the QUSRSYS file formats will be screwed
up.  

You don't want to do this.  Upgrade the license from IBM.
