        Restoring back to a previous release once you have done an
upgrade shoule be an ABSOLUTE LAST RESORT.

        You will basically have to do a complete scratch install of your
machine, so you will need the FULIC (Feature Unique Licensed Internal
Code) tape, as well as a COMPLETE system backup taken prior to the
(presumably failed?) release upgrade.

        The steps in the Backup & Recovery guide for recovering from a
complete DASD failure (including the load/source drive - Disk Unit #1)
should step you through what's necessary.

        If your only reason for going back to V3R7 from V4R1 is because
of a problem with the license key, get on the phone to IBM immediately
and tell them you want the key IMMEDIATELY (but are willing to give
them, one hour).

        If it's the system password you are referring to, you should be
able to bypass this by doing a manual IPL and be able to run for 70 days
before you need to enter the password.
