I had similar problems on V3R2.  I believe there were PTF's to fix so
make sure you are on the latest cum tape.

The circumvention was to NOT specify ONLINE(*YES) on the line that you
run TCP/IP on.  The STRTCP command (in your startup program) should
cause the line to be varied on.  (Now in our case we had the tokenring
line attached via FSIOP, so it was the FSIOP that we specified
ONLINE(*NO) for.  If you don't have an FSIOP this may or may not work
for you).
Our TRLINNET controller also has ONLINE(*NO) specified.
