Hi Michael,
I received a similar 0001 router return code on one of my WIN3.1 PCs a few
months ago.  I remember someone (IBM?) telling me the 0001 error is a generic
failure and is used whenever CA does not know what happened.   If I remember
correctly my 0001 error was caused by a malfunctioning NIC due to either
interupt conflicts or NIC card failure (I know, NIC card failures will never
happen!).  You might try swapping NIC's, that is what corrected my problem.
