Ok, with Joe's help I went from this:
outString = FieldListFormatter.toXML((Vector) icsmControlList.get(i));
sendID =
FieldListFormatter.getField((Vector)icsmControlList.get(i),"SND_ID").data;

to this:
outString = icsmControlList.getFieldList(i).toXML();
sendID = icsmControlList.getFieldList(i).getField("SND_ID").data;

It's becoming clearer now.  Is this closer to what I want as an end result?
(asked of all you OO gurus out there).
