Websphere 1.1 is your only choice at R430.  The -vv trace is "interesting",
but the HTTPCFG file would be more helpful. I can't tell by what you have
posted, but I would guess you are using the DEFAULT instance. The
configuration file associated with this instance is CONFIG.  A simple
cut-and-paste of the CONFIG file is possible from the HTTP admin screen
(port 2001). I would also check to make sure you have the DTAARA SF99066.
This can be done like so:
 WRKDTAARA DTAARA(QJAVA/SF99066), take an option 5. You should see at least, 
'Group PTF#: SF99066-04  V4R3M0 05/11/1999.

I have also attached a jvm.properties file in case you have been modifying
yours.
