Welcome directive & JSP?

We want the welcome page to be a jsp page (e.g., index.jsp instead of index.htm). However, the As/400 HTTP server does not pass it to websphere to process. Instead the user is prompted to save a ".jsp" file.... is this a bug in the HTTP Server? How do we get around this?
