This is way simpler than it seems.  The web site is a poor explainer of the
circumstances.  If you have WDT, then you are entitled to WDSc.  Just call
IBM and order it, like you would order the RPG compiler or SEU.  The $2600
price is for contractors, etc. who don't own an iSeries/RPG compiler/SEU...
If that's you, then join the PartnerWorld for Developers for something like
$300 and you get all sorts of software at a steep discount.

It would be a Wonderful Thing Indeed if IBM's web site had links you could
actually click on to find this stuff out.  Sounds like a job for Anne Lucas.
