Craig figured out the 'work around' to the comment bug
If I change this:
     C/free
       if not OnFile();
        NotOnFile();
       EndIf;
       Closing();  // free
       *inlr = *on;
       return;
      /end-free

To this:
      /free
       if not OnFile();
        NotOnFile();
       EndIf;
       Closing();  // free
       *inlr = *on;
       return;
      /end-free
The line with Closing on it is no longer all green.

In case you didn't see that, I dropped the C on the /free.
