I'm not sure I completely understand how the help system works but here is what I suspect:

The best parts of the help system are only available from the IDE (Start > Programs > IBM WebSphere Development Studio Client for iSeries > IBM WebSphere Studio Site Developer Advanced).

I think when you launch the IDE, it starts some sort of HTTP server for the help system.

Everytime you launch the IDE, the URL of the localhost changes a little so a bookmark won't work.

While the IDE is running, you can right click your mouse to view the properties of a help page and then paste it into your browser. The page will load and links seem to work fine. Once you shut the IDE down, the links no longer work correctly (if the pages are not in your cache).

I just found out about a feature in CODE, you can enter the command 'Help' or 'Help [requested item]' to get to editor command help quickly.

Which part? Seems like Websphere Studio's help system of it doesn't run in
browser. If you're talking about CODE, I'd just get to the page I want and
click on Favorites--> Add to Favorites or its equivalent in whichever
browser you are using.
