Open your system icon (settings/control panel)

Click on Advanced Tab

Click on Environment Variables

If you are the only one on the PC, you can change it in the top section;
if you want it for anyone, change it on the bottom.

Click on CLASSPATH and edit

You may not have your CLASSPATH set correctly.  This is what I have:

.;C:\WDT400\JAVA;C:\WDT400\Studio35\lib\swingall.jar;C:\WDT400\Studio35\
