This was my mistake the first time.  I thought it
wouldn't matter because I already had a jre installed
(same version, too).  But it did, apparently.  I
simply went through the sdk install a second time and
this time choose to make this jre the default.

I have this as part of my classpath:
C:\PROGRA~1\IBM\VISUAL~1\EAB\RUNTIM~2;
