I have also noticed the problem you describe.
If you wish to scroll randomly through the
file, you can pickup the "thumb" of the scrollbar (the rectangle that moves to
indicatre your position in the list) The list will update in real time so you
can position yourself where you want.
If you wish to page up and page down you can click in the text area to
put the cursor there and then the PageUp and PageDown keys will work
fine.
That is the circumvention
for the problem you are seeing.
