I've been through the same mess.  If you can convince someone to order it
for you, it is a no-charge upgrade.  I actually got it expedited to make up
for the Chinese fire drill I had to go through to get it ordered.  Came in
two days.

Code/400 works without the AS/400 being at V4R5.

Keep in mind that there is an AS/400 product 5769-CL3 needed for V4R5 (which
installs as->

There is also the PC product that you are referring to.  Set aside a couple
of hours to install if you want the whole ball of wax.
