Well, maybe not accurate. You need the appropriate authority on the
system to do an IWS re-deployment, and proper authority to promote a
program into production. This is a significantly important separation of
duties in a Sarbanes Oxley or high security environment. Everyday
developers in those environments likely do not have that authority (or at
least should not) so an admin of some sort is needed.
