XMLSERVICE Vs XTOOLKIT

I have two systems both running V7R3 and ZENDPHP7

One system as job XMLSERVICE running in QUSRWRK sub system

and the other system has XTOOLKIT running in ZENDPHP7 sub system

Example

XMLSERVICE PHPUSER BCI .0 PGM-XMLSERVICE SEMW

and

XTOOLKIT PHPUSERITN BCH .0 PGM-XMLSERVICE SEMW

Also I notice one is a BCI job and the other is a BCH job.

I am trying to determine why these are different as I thought the systems
were set up the same - Ok obviously they are not but
I do not know where to look or how to understand the difference.

Would appreciate any guidance.
