Nadir mentioned the integrated web services tutorial. The 2015 tutorial using the integrated web services has three pages:
https://www.ibm.com/developerworks/ibmi/library/i-rest-web-services-server1/index.html
https://www.ibm.com/developerworks/ibmi/library/i-rest-web-services-server2/index.html
https://www.ibm.com/developerworks/ibmi/library/i-rest-web-services-server3/index.html
Here is Scott Klement's tutorial on using integrated web services as useful supplemental information:
https://www.scottklement.com/presentations/Providing%20RPG%20Web%20Services%20on%20IBM%20i.pdf
Here is a statement from IBM about current versions of integrated web services:
https://www-01.ibm.com/support/docview.wss?uid=isg3T1026868

You could also follow Jon Paris and Susan Gantner's example of using XMLSERVICE and RPG with Apache:
http://ibmsystemsmag.com/ibmi/developer/rpg/xmlservice_new_life/?page=1
First get their example working on your machine. Then code your own RPG program that does the temperature conversion and repeat their example with your program.

I hope you find the tutorial you seek. I think an alternative strategy is to find a tutorial that uses the technology you want to use, attempt to complete the tutorial on your box, and let people on this list know of any specific errors you encounter. People on this list can help you solve specific errors. Another alternative is to pay a consultant for some training, either as part of the services their consulting company regularly offers, or as custom lessons specifically designed for you with the goal of building a working example on your box. Yes, that would cost money, but it would be up to date, as simple as you define it, and you would have someone there to help you learn new concepts or troubleshoot problems.
