Do they want to consume web services only? Or also offer them? Or both?

Honestly, if no one has, the first thing I'd dig into is GDPR. You'll need
to take a lot of that into account when putting anything on the web.

As far as CCSID I've not had any issues unless there were DBCS characters
involved, and even then Unicode should work fine if I recall (back years
ago we had issues with it, but I believe those are all taken care of now).
