If you want to have at title in the browser when using application/pdf you need to put the title indto the PDF document.
Here is how it is done in PDFlib (a german tool):

infokey='Title'+x'00';
infoval='Samkørsel af PDF'+x'00';
PDF_set_info(p:%ucs2(infokey):%ucs2(infoval));
