First question would be why don't you look at getting a PHP/HTML/JS guru and teach them RPG? Just make sure it is modern RPG!

You could post your requirement on the midrange jobs list. I think http://all400s.com/ <http://all400s.com/> has a hiring board as well.

The only people I know are contractors who would not be looking for a permanent position.

P.S. Wherever you post you need to either specify that working remote is OK - or say where the location is.
