I spend hours reading posts on this subject, but it look like there is not what to change the behavior in Apache. Not a big deal I can do the translate in the program.

Any content-type text/... will convert EBCDIC from a CGI program to either Cssid 819 or Cssid 1280 UTF-8 according to the servers DefaultNetCCSid and if the directive is set to EBCDIC mode
- any other content-type are not converted.

There is probably other server settings that may effect this behavior
