Yes, everyone can read it if they know the path and name. I have done a
few projects like this and I just put them in odd directories with random
100 character names. The href looks like

<a href="/path/P62UuCwFhRx1amnsBekU......pdf>filename.pdf</a>

Some also use PDF passwords.

If they can get to it from a directory, why can't they get to it from a CGI
program? Just have to know the right path.
