Jack, Netstat is not supported in PASE but there are options.
Download my NSTAT utility:

then you could run the following
system "LIBRARY/nstat LISTEN(Y)" | grep 'to your hearts content'
Very soon on V7.1 and V7.2 IBM has enabled several different NETSTAT
