Yes it can but another reason I've chosen not to produce a static page with
a program is that during the build, however brief it may be, the file is
locked and conflicts with a browser call. I'm going to test 3 of the
methods that have come up in this conversation; the javascript redirect,
the apache scriptalias redirect, and the ajax call on load. I figure given
what I want to accomplish these are my best options with the least path of
resistance and effort.

In this case, CGIDEV2 can create a file in the IFS instead of sending
the page to the browser.
