What do you mean by "return to the menu"? For screen widths greater than
870 pixels, the "menu" is always visible at the top of the page. For screen
widths less than 870 pixels, a "button" is shown at the top of the page
which toggles the visibility of a drop-down menu.

Would the following be a far neater and more standard starting place?

It has some cool gradients, but is otherwise non-functional. Any drop-down
menu items which overlay the video can't be clicked; the menu disappears as
soon as the mouse hovers over the video.

The topic of discussion is "responsive design", which means that the UI
automatically adapts to screen sizes. Your example doesn't adapt to cell
phones.

That page is just a throw-together with no content. The <style> </style>

section would of course be moved to a .css file.

How about creating something that is functional, so we have something
comparable to see?

I understand the concept being pursued but it seems to me that ignoring
the simple tools that are available to us is kind of like writing an essay
on world peace where the first step is to build a typewriter.

Again, without you showing us something that is functional, it is hard to
compare. You may have a point; a simpler menu perhaps. But it's not readily
apparent.
