I am having this exact same issue .

I think it has something to do with the SQLite database not being initialized. That is at least part of the problem. If someone with a working copy of Zend Server 6 would be willing to send me their SQLite database I could test that theory (NOTE: COMMUNITY EDITION ONLY. I don't want a database that has a professional or enterprise license as the license key is in the database).
