I've found the free version of FusionCharts to be very useful even though some of the refined features (not sure about x-axis grouping) are not supported in the free version.
It has a nice animated build of the chart.

I am making some of our old SQL reporting services reports to a more interactive report using javascript/jquery. We have been using Flot for a couple other charts, but it looks like Flot doesn't support grouping in the x-axis. See my sample:
