I was missing the blank line which I added back in.

However, that did change the output in the browser a little, but the data is
still garbage, probably a trying to display in EBCDIC.

The application I am developing at this point is more of a web service being
consumed. I do not need the HTML in the response, but just need a string of
data to be returned in ASCII.

I have been using the examples from Brad Stones book. There is no provision
for ASCII to EBCDIC translations in his examples.
