CGIDEV2, powerExt, Renaissance and a whole bunch of others all make it easier than the raw APIs. Your masochism is showing <grin>
Apache would normally be doing the conversion for you - what is your setting for CGIConvMode? See http://publib.boulder.ibm.com/cgi-bin/bookmgr/BOOKS/QB3AEO04/1.1.4.1 if you don't know what I am talking about.
