As a stop gap measure, we are using Google's custom search engine service.

Doubtful. I just tried it on our machine.
Loaded ZendCore, verified it.
Loaded ZendServer, verified it.
Removed ZendCore.
ZendServer still running with no issues.
I suspect there was a bit more to the scenario that caused the problem.
