Comparing OS/400 with MS-DOS is perhaps a bit unfair to both, due to the vast differences in the underlying hardware as seen by the application programs (and perhaps even operating system too).

MS-DOS is designed to run on a 8088 which essentially is 8-bit processor with a 16-bit instruction set and a 64 kb segment view of the system memory. The 8088 did not have any hardware for memory protection so all programs could manipulate every memory location freely including those of other programs and the operating system itself.

Hopefully the AS/400 hardware was different from that :)
