Not sure if you know this but Axis can run on the iSeries but needs Tomcat or another servlet container.

Axis is pretty nice for web services under Tomcat.

And Tomcat smokes with the 32-Bit JVM.

Yes it can, and it is not that difficult really. We have to do it (as a client or a server) on the IBMi out of necessity. However, it is admittedly far simpler using something like .Net or axis - but for us having a MS based layer in the mix was not an option.
