 Most stuff is pretty vanilla until you get into multiple column stuff 
and centering images and stuff like that. (That's a severely short 
list!) If you're not doing anything other than a simple page, you don't 
need to worry much. Now styling? You might need to look at things. Oh, 
yeah, and when you want to replace table-based layout with DIVs.

So something like JQuery can be really helpful. And there's no reason 
not to include it when using RPGLE CGI - it's all just text sent to a 
browser, after all.
