You could write your header in JavaScript using document.write statements.
Using JS is not pure HTML but no server language is required.

In HTML: No. HTML is just about rendering text.

You need to use a higher level language ... such as PHP or JSP.

In PHP you would use '<?php include("filename.php"); ?>'.
In JSP you would use '<%@ include file="filename" %>'.
