The i5 ToolKit embedded in PHP for IBM i is also available for Linux and Windows PHP server.
The ToolKit allows you to call native existing programs, or stored procedures on i, AS/400. Input/output parameter passing is supported.
Take a look to i5connect(), i5_program_call(), i5_prepare(), ... in the function reference:

This is our case. Our production PHP server is on a windows box, an we
use ODBC to the system i.
However, from what I gather (which is VERY limited), stored procedure
calls with returning data don't work with the ODBC connector (well at
least I can't get any data back)

using Windows?
I don't think I need anything installed on Windows if I am developing and
running my scripts straight off the i.
Maybe someone else can chime in if I am misleading you...
