The rule is: the DB2_ functions can only be used to access a DB2 database installed on the same machine that runs your PHP scripts.
If you are running your PHP scripts in the Zend Core, Zend Platform, or Zend Server on the IBM i, then you can use the DB2_ functions to access the DB2400 database on the IBM i. I actually prefer this to the i5_ functions.
If you are running your PHP scripts in a web server located on a machine using the Windows operating system, then you will need to set up an ODBC (JDBC, etc) connection between your scripts on the Windows machine and the DB2400 database on the IBM i.
I can't say what kind of a performance difference there would be between these two options.

I don't think I need anything installed on Windows if I am developing and
running my scripts straight off the i.
