So if you had UIM help text for a screen it's not going to help.?

Use GENCMDDOC - it is available since V5R3 for sure. You have a choice
of generating UIM source or HTML - the latter uses any existing *PNLGRP
help, so that will do the trick for you.

Just do an F9 to see all the parameters.
