Anybody can use EXT JS or powerEXT under the terms of GNU GPLv3, so there
is
NO [or not] ... IBM may chose to write their entierely internal system in
EXT JS - but if they choose to sell it to MS - they have to pay EXT JS 349
USD !

Yes regardingr ExtJS, according to their web site:
http://www.extjs.com/products/license.php
If you don't want to offer your software under GPL, then you need the
ExtJS commercial license. I gather the same applies to the use of
PowerExt - but Henrik can answer that.
Whether you distribute your software [or not] is irrelevant according
ExtJS - just whether your software uses ExtJS, and whether you offer a GPL
license to your software - otherwise you need the ExtJS commercial
license.
