You can use other approach, thus using SSI (Server Side Includes)
then the format of each pagexxx.html is

#include virtual="header.html"
content of the page goes here
...
...
#include virtual="footer.html"

then in apache config you need definition for supporting SSI in html (and
not only shtml) pages.

We're using both approach in different web applications. for the environment
you're in the sample I think SSI will work very well.
