No, as long as you use the free community version of MYSQL. There are various supported versions that MYSQL sells, but start with the free one and see how far you get.

You do need to set up the PASE environment on the I series, which requires several program products, all free and provided for by IBM. It's somewhat tedious, but check out the redbooks and other articles. You should also install PHP while you are at it.
