Yes, that link describes how to compile module code into a *SRVPGM that
allows Apache to implement the module via the LoadModule directive.
In fact, that is the technique which I have used previously used to
implement a custom filter, with a bit of roll your own C code.

This would mean downloading and compiling the source code for
mod_security which I have not ruled out but I was endeavouring to avoid
tarballs and the like.
However, it would still be better if IBM was to provide the resulting
*SRVPGM along with PTFs when mod_security changes.

think it is the only "Official" IBM here's how-to-add-things page. At
least it contains specific compile instructions!
