There are a couple advantages to figlets. The fonts are just text
streams. So you can download the ones you want, and store each letter
in a database table. Google shows a few places you can download figlet
fonts.
Then write a routine to generate random captcha "words" from your
alphabet, and generate a figlet stream based on the generated word and
your figlet font table, and enclose the stream in HTML <pre></pre> tags
so they display properly in the browser. And as you say, RPG would be
well suited for that.
The downside to figlets are that they lack the "cool" factor you may be
looking for, and they take up a comparatively large space on the screen,
in comparison to image files.
All in all, they seem like a decent option.
