I am using WAS 6.1 Express (5733w61 0001) on v5r4 and the following works for me:
--Launch the "IBM Web Administration for i5/OS" console
--Click the HTTP Servers tab and select your HTTP server
--In the left pane, click General Server Configuration
--On the General Settings tab, set
----Autostart = Yes
----Start all WebSphere application server(s) for the
associated WAS instance when this HTTP server is started: = Yes
