DB2WWW is not a CL program but the recommendation is to create an ILE CL program in activation group *CALLER that calls the real program. The reason for this is that it allows for multiple INI files without having to copy the program every time you do an OS upgrade.

Not sure whether DB2WWW is a CL program - doesn't matter - Nathan is following the suggestion that you write a CL that has only one task - call DB2WWW - I believe you can even call the one in QHTTPSVR.
It's in the books - also, I don't remember whether library QSYSCGI exists - I would not create it with a Q in front - those can be problematic cuz they can be considered to be system libraries. IIRC.
