I had weird CGI errors after we upgraded to V5R4 and commenting those
directives out was the solution. In our case the Apache instance would
shut
itself down after so many errors.

When I called IBM to close the PMR that they hadn't been able to help
with,
the fellow said something along the lines that it made sense since Apache
on
V5R4 is UTF-7 instead of EBCIDIC.
