*Match directives are slower than their non-match versions but one of the things I see right away is there is a duplicate ScriptAliasMatch. The configuration files are not case sensitive so there is no need for two of them. In fact, I would get rid of the first two ScriptAliasMatch's and replace them with this:
ScriptAlias /MYLIB/RESPONSE /qsys.lib/MYLIB.lib/PGM35.pgm
Also, options +ExecCGI is redundant (but harmless).
Finally, why limit yourself to serving just .html files?
