I mis-spoke, I found some pages on Alfresco that had link-flags to denote languages, and mention of language pack projects.

In the PHP/MySQL world, I've had some positive experience with Drupal. I've also used TikiWiki but the site had lots of problems with getting hacked due to holes in it.

working with existing RPG-CGI pages, but you could development web services
for it to consume and for you to call from the iSeries using RPG.
