Net.Data could be hosting hundred's or even thousands of scripts, while a CGIDEV2 application may have very narrow scope. I suspect that Net.Data and PHP deal with comparable scalability issues.

Here, here! Saying all CGI is slow because Net.Data is slow is like saying all cars are slow because your diesel powered Chevette with an automatic can't get out of its own way when the A/C is on. Also, CGI performance improved dramatically with the Apache based HTTP server. We use the snot out of CGI apps on a production site running on a single processor 840 partition and we don't have performance issues with those apps.
