Yes, I had the same thing in my config file.

I currently have a PMR open with IBM (remember last week post?) because I
was able to start the HTTP instance, but not sign on in any way whatsoever.
I found I had screwed up and didn't have all the prereqs (I had even
checkmarked the one I missed!). After doing all the rigamarole to correct
this, then _my_ HTTP instance would not start for the same reason as yours.

IBM emailed me a working
/qibm/UserData/WebQuery/ibi/webfocus76/WQLWI7/conf/httpd.conf. It did not
match mine. After making mine match theirs, the HTTP instance now starts,
but I'm back to my original problem of not being able to sign on.

Here's the copy of
/qibm/UserData/WebQuery/ibi/webfocus76/WQLWI7/conf/httpd.conf that IBM sent
me in case it would help you:
