I removed the line CGIConvMode %%EBCDIC/EBCDIC%% from the config file and stopped and restarted the HTTP server, but I am still getting Õ–£@Æ–¤•„

Do you see anything else in the config that might cause this?

You can get rid of the line: CGIConvMode %%EBCDIC/EBCDIC%%.
That is what is causing your problem. You normally do not
need to have this line in your configuration.

You're doing something that's keeping the data from being
translated to ASCII. The best thing to do would be to post a
sanitized version (make sure there are no user names,
passwords, IP addresses, or real host names) of your httpd.conf.
